If you wanted to protect 4-5 dmen you would have to take the 2nd option.
I thought Winnipeg was but wasn't sure about Calgary or Edmonton. I don't pay too much attention to market sizes.

Quebec City is much smaller than every other Canadian market, except Winnipeg (they are about equal GDP-wise). However, Winnipeg has a much richer owner, and they don't have to compete with another team within the same province.

Pretty much. A team like Nashville or Anaheim that has a really good top 4 D might be forced to take that second option.

See, I used to watch the Young and the Restless and Jack used to always refer to Victor as the Black Knight. So this is always what comes to my mind.
The Quebec journalist sort of got into this, more the fact that the dollar is always fluctuating and when the NHL would think it's acceptable enough, or something along those lines.
No, I don't know FOR SURE that Quebec City would be better. I could very well be wrong. Vegas doesn't really seem viable but we'll have to wait and see.
