I highly doubt this. Reichstag fires and false-flag operations are notable because they're so rare. If engineering terrorist attacks for political reasons was something people were interested in doing, you really telling me that no one bothered during Bush's term? (inb4 "9/11")
Also worth pointing out there's no definitive evidence the Nazis started the fire either. They just knew how to make political hay out of it. So in that sense, we've already seen that situation play out (the fallout from 9/11 and the Patriot Act, the invasion of Iraq.)
