I haven't finished the game yet(doing it on 1999 mode) but is the final battle
on the ship deck where you use the song bird to take out the blimps.

Figured that. Battle is a bitch, but its doable on 1999 mode.
A quick tip that i was not aware of on that final battle. Its not really spoilers but ill block it out anyway.
I had a bit of a tough time doing that part on hard. The game doesnt communicate too well that you can do the above.
