I'm not going to write a wall of text when I already wrote thousands of words about Mihawk, so just give a look to the guide we (Cloggr, Heng and I) wrote for Mihawk.
I recommend you to give a look to the Monster Chopper, Kid and Mihawk teams, since for what I've seen in your pics you have the right units to easily build any of those 3.
IMO you are completely wrong when looking at the content in Japan/endgame. In the Colosseum on JP, locks and gloom are extremely common. You will get rekt if you chose healing over Lock/Gloom.

mihawk has a 17 turn CD, it's gonna take way more time stalling than what I'm gonna again using his special, since with this team I really just need gp usopp ready at 10 turns CD and I'm good to go.. theoreticallyYeah, thinking about it, that's probably safer. I'd sub skill max Mihawk or Mr.3 in for Slasher Croc, though. If you have the HP for it, you can take a hit from a single turtle, stall longer on the penguin, and have Mihawk ready to trim cut 30% off the top. With Mr.3, you can farm STR orbs for both Choppers and Arlong, then 1-turn stall on the seahorse stage to retain them.
I can picture a time where we will all be desperately respeccing Mihawks into anti-poison to farm Ultimate Krieg.
The inevitable Magellan raid boss is where poison will really come into play. They could do something where he re-applies poison every turn, meaning you can't just bring in the Dugongs and call it a day.

the game totally screwed me with halloween zoro..farmed tons of copies and only got a couple skillups..him and brook are the only halloween characters i have not maxxed..and he was the best of the batchIt hadn't occurred to me till now but I should probably socket Halloween Zoro before Asura. Halloween Zoro has 3 sockets and will probably see more use now anyway with the abundance of DEX slashers out there.
How often are Block orbs really relevant though? They're such a rarity. When it comes to orb manipulating, there are much better choices like Slasher Croc and Heracles'n.

Whats the point of the crew cost increase every other plvl up if you are around plvl 250+?
With 5 legenda the cost would be 275, so after that every increase would be pointless. Would be nice if you get something else. Or are the costs of new legends higher than in global now?
Nope, once you reach 276 cost, cost plays no role.

Wouldn't be surprised with a future feature with something like fusing characters for extra effects but with an increased cost.

I'm guessing the second phase has to be something similar, except with milestones in regards to including INT Mihawk and/or SW Ace in the Sugo which probably begins the moment the second event ends given the timeframe. I do wonder however, if they'll be a limited time inclusion and not be a permanent addition to the Sugo pool. That'd be one way to really get a gem/money grab.

slasher croc is the usual choice..better stats,good socket guy for slasher teams,special that works well with doffy
poison croco is instead worse but it's really useful for the princess turtle runs,and i heard it works very well with aokiji when it will be released

I guess Princess Turtles are called Hime Turtles in the Global version. The other turtles have different names too, so I guess it's not a surprise.
Weird that the Global version gets the Japanese terms (Hime, Daimyo), though.
I like it when they add a little flair to the ability descriptions. Just about every Franky has them, too.
