PC program to tally up component wattage?

I was curious, is there a program that'll let you see how much wattage your power supply is actually drawing, based on components in the tower, and CPU load? (for electric bill purposes)

I doubt it can be done through software.. unless you have one of those new PSUs that monitor the draw. There are several 'avg' calculators on the net, but not that accurate imo. At idle (or general usage: word/internet), your pc doesn't draw much power at all.

What about when the CPU is at 67 degrees celcius from encoding video? ._.
