Yeah, like Tamanon said, select the two/three personas you want to fuse... if you don't get the spells you want, cancel all of them and reselect and see if you get what you want. If you are really particular about what you are wanting to get, you could be there for half an hour trying this over and over. Remember that some spells cannot transfer to certain persona types, though...
Usually, I pick one or two skills that I feel like it must have, and then reselect until I get them or until I realize the persona cannot learn a certain spell that I am wanting... then I reevaluate what spells that I want and try again. As annoying as it is, I can't think of any other way good way to do it aside from letting the user choose the spells, but that would result in very powerful personas very quickly. You'll just have to experiment and settle with what you're given.
In another news, a fusion forecast day allowed for skill change... I figured that since it was a bonus, it would surely
have to result in a superior skill by default... boy, was I wrong
