Arc System Works developed P4 Arena, I think the persona team worked on the story.
25TH ANNIVERSARY
Just as keikaku. First P4A2, then P5, then SMTxFE, then Catherine 2, then random studio collab of the Persona IP, etc.

P4 is a brand. P3 is now a game in the P4 franchise.
This makes me wonder if this will be a proper sequel with expanded story or just a fun fanservice sequel.

Why not both? Persona has never been something to wallow in po-faced seriousness, so there's no need to add the pretense now.

But yeah, I'd be more qualified to talk about the characters themselves and speculate on the story than talk about how it could affect the competitive scene. I'll be back for the post-release story discussion though!
Looking at ArcSys' methods of doing game updates, every single one has at least a little bit of extra plot content than the last if it's not a full sequel. Looking at BlazBlue:
CT - Original Story
CS - Whole new Plot following after CT.
CSII - Additional plot to add to CS's.
CSEX - Even more plot to add to CS's.
CP - Whole new plot following after CS.
CT - Original Story
CS - Whole new Plot following after CT.
CSII - Additional plot to add to CS's.
CSEX - Even more plot to add to CS's.
CP - Whole new plot following after CS.
We still haven't done a podcast on Arena's story in general, so you wouldn't have to wait for a post release episode.
