While I certainly didn't work in schools with blonde-haired blue-eyed wonders walking around, I think I have more relevant direct experience here than yet another blog.
It might certainly be - indeed, it is that white-descending half-Japanese are thought of as desirable by adults. But kids? Kids will latch onto any distinguishing feature and, if they don't like you, they're going to use it in any way they can.
Furthermore, even if it's not straight out bullying, never underestimate the power of
seemingly positive ostracization. You might say that she's looked up to, or thought of as unique - but that's nothing different than being "exotic" or, perhaps to put it another way, "so well spoken"!
