That's more like hopeful outcomes than cold hard facts. What he wants and what actually happens are two different things. It's not that Those companies are unable to make any headware, is just that they choose not to.
And while you're business is not just about bags of money, money is needed and in the console business more money definitely helps.
If any of the tech giants just came in and brought up 20devs, started money hatting left right and centre, and made great hardware and services they would become a player over night.

One thing I've learned about phil Spencer and microsoft is that they don't just say things to say things. Phil Spencer isn't Jeff Grubb, he's the head of a gaming division that just spent 70 billion dollars on a publisher. Everything they say is calculated and presented in a way to appease a certain group of gamers.
Saying those things is good PR, not delivering on them isn't ever bad PR because people don't hold their feet to the fire for it.

Because you need to be more open minded. Not everything is about Money otherwise Microzoft would be the market leader and own the industry.
