I didn't watch the movie so I don't know the extent of Arceus' power but going from what you're saying it seems like a pretty weak "god" or whatever. Catching these Pokemon would give the trainer immense power and an organization exists that sole purpose is to harness these Pokemon's power to take over the world.
But then again isn't that what the Lake Trio were? I mean I know that wasn't the reason why Team Galactic was after them but are the Lake Trio related at all to Arceus' power? (Not sure if this is spoiler-worthy)
