Girafarig has a Normal dual-typing so that it can be a Psychic Pokemon with an immunity to Ghost moves (and its design is kind of sensible for a Normal/____ typing). It's just that I remember back in '99 and '00 when all the primary school kids on the bus just wouldn't shut up about how cool Charizard, Houndoom and their respective types were. I'd overhear them and cringe, especially after finding out what Houndoom was.
Fire and Dark types are just a little bit "evil" and thus 90s cool because of their tenuous connection with devils and hellfire.
