Your Torchic has an ability called Speed Boost which raises its speed every turn it's in battle.

Sludge Wave is probably your best bet on it, although Toxic/Venoshock works well on a stalling set.

Mine runs Sludge Bomb, Hydro Pump, Dragon Pulse and Thunderbolt.

they don't anymore, Charizard's is a lot different in X/Y (I don't like it, I wish they had changed Rhyhorn's instead)

Run
Remove Heart Scale from Thief mon

rinse and repeat

Sometimes Luvdisc won't be carrying Heart Scale tho

It's better if you lead with a Pokémon with Compoundeyes with theif as it raises the chances of Luvdisc carrying Heart Scale.

Friend Safari Pokemon can have Hidden Abilties, but only if the player whose code you're using has beat the Elite 4.
