Hmrm, not particularly, no.
For example, the black vote is, apparently, pretty much locked for hillary. In this case, their ideal strategy would be to show more support for Sanders in order to get hillary to more proeminently try to conquer their vote. They are, however, mostly immediately resigned to supporting hillary, and in doing so weaken their bargaining power.
Point being that one's view of what is rational can be quite arbitrary indeed.

The voters have no reason to care, it's pretty much purely racism if you are all worked up about the issue if you aren't a border state. Illegal immigration is not a real issue in these mid-west states like Wisconsin.
