I won't speak to Hillary's motivations, but I guarantee with Trump, Johnson and Stein it's because Merkel is literally the only foreign leader whose name they know. None of those three show even the faintest interest in foreign policy.
Oh, well Trump knows Putin of course, but he also knows that you don't say "Putin is the best" and expect to win independents.

Trump campaign just can't leave well enough alone. They'd be better off honestly not addressing it anymore.
As far as I know none of the women pressed charges and it was sexual harassment not rape.
If it was rape there would probably have to be physical evidence in order for a charge to stick.
Besides the employer is liable for the sexual harassment not necessarily the employee.

Hillary knows this. I think this probably weirdly made her more appealing.
She was never going to be the virtuous Khans, but the attacks even if a little bit accurate which forces them to use the attacks but comes off as gutter trashing of her which people don't like. Add that to the gendered attacks and the hispanic angle.

I doubt he's "sitting on" anything, but the way this kind of journalism works, he's surely exploring a lot of different avenues and it takes time to get responses, documents, answers, etc. So he might have good reason to suspect future major revelations, but isn't in a position right now to report them.

He's good at coming off as an obnoxious bully. Even in the Republican debates his Hillary rants never did well for him, Trump trying to emulate that when Hillary is in the room will not work out well for him.
That makes trump's campaign look desperate.
