Yes he can, actually. I believe here's nothing in the Municipal Act of Ontario that forces a Mayor to be removed from office if they are charged or even convicted of a criminal offence.
What *does* remove them from office is failure to show up to Council meetings. I think it's something like a 90-day absence that can force a Mayor out of office. So the net effect: if a Mayor goes to jail, they miss Council meetings. If they are AWOL from Council for too long ('cause they're in jail), then they are out of office.
I know this because I live in London, Ontario. Our Mayor is in legal hot water for fraud and other nonsence.

I'm sad to say that Ford supporters go to any length to defend this guy, even today. I have, sad to say, a brother who supports Rob. Was texting him today, and his spin is that the cops are after Ford because Ford didn't give the police force more money. "It's all a witch hunt" were his exact words.

It's like Tea Partiers in the US. All logic goes out the window once they have a sip of the kool-aid.
Too often people seem to get overly invested in politicians on a personal level, it's really bizarre. Like you voted for him, we get it. You don't need to white knight for him in the face of this farce. I will never understand it.
