I'm pretty sure that this Assassins Creed has been in development since around the time of Valhallas release (2020), while Shadows probably started right after Odyssey (2018). Conceptual stages probably started before then. Assassins Creed is a large ship, and course correction takes a while. You'll essentially get two shit games before they can react to whatever the market is saying. This is also reflected in a way where appreciated features in a game is missing from the next one. Since the teams working on one game won't always have time to implement features created by the teams working on the other game.

This is the double edged sword of having cyclical teams working on sequels for the same series. You can look at World of Warcraft expansions for another example of this happening. I guess Call of Duty played it well by splitting the series into Warfare and Black Ops.

Edit: Concord and Suicide Squad are great examples of games that started development in order to chase trends that had their markets satiated or changed before they released. Which is what we may see with a lot of DEI stuff in the next couple of years.
