This was brought up in a few reviews I believe. I personally have no problem with it. I'm curious though, are you upset because you think you're selecting a story mission but end up playing an activity instead? This is what I figured too. They slowly introduce new activities via the plot, then from that point on, the activity is optional. I dunno, I have to respectfully disagree. There are loads of people walking the streets, I pickpocket them all the time. I've seen a few strange fights break out between NPCs, maybe not as much as SR2 but I've only been playing a few hours.
