The publisher is listed as UNIANA, which regularly publishes Konami games in Korea. Konami’s free-to-play soccer game eFootball 2023, published by UNIANA, was also included in today’s batch of Korean game ratings.

That's a big if but in general I doubt that Konami is having multiple teams working on SH, the deal with Bloober was probably to outsource the SH IP to them.
The title of the game here validates that at least one of the rumored projects (the one based on SMS) actually exists.
Tbh I don't know how cool the idea is, who wants to get stalked receiving messages on their phone trying to scare them?
