Steam versions of games are always modable, at least everyone I've played so far, including STALKER. This isn't always true of other download services, particularly Direct2Drive. When this happened to me, I removed everything except for the Steam.exe and the Steamapps folder. When I re-launched Steam it patched itself healthy and I could purchase again.
