Unfortunately, points only have perceived value if they're scarce. This means that Valve would need to impose Xbox Live-style point limits, and from there it's a short logical jump to segregating games based on the maximum number of points they can have, as is done on Xbox (AAA games have a 1000-point limit, XBLA games have a lower limit). I'd be happy with X points per title, regardless of size. I think Indies would actually have a leg up in that case because the games are usually smaller and thus would give more points per time invested. Usually.
