Yeah, it's possible. You just have to sign into Steamworks on the PS3 from Portal 2 once. After you do that, you can go to Steam on your PC and redeem the code in the package. Your brother is free to log into Steam on the PS3 using his own account. It's also very short and you don't use the time control as much as you'd like, or as much as the demo (iirc) tried to show off. It's mostly for scripted events or situations which is kind of a downer.
