You can complete all the settlements in the game. The water tower I mentioned earlier isn't tied to any of them since it's stuck in limbo in a settlement that was never added to the game world but was left in the in-game stats. But, yeah, the cities are awful for the simple fact that you're always left running around for half an hour trying to find something you've missed. A helicopter is handy for finding any water towers that may be perched on rooftops.

Also, I hate when you restart your computer and steam opens that it has what your friends are playing pop up in the lower right hand corner, can't even get into the hidden icon menu to pull steam's client up until I click them all away.
There's an unconfirmed theory regarding the water tower on the JC wikia that you could try testing, Jase. Apparently there's one in Panau City that doesn't count towards the 100% completion of the location but does count for the water tower number. I don't know how likely this is on the PC version but maybe it's worth a shot since you already completed the settlements (unless you've already checked those coordinates before!).You can complete all the settlements in the game. - I had completed panau city docks district 100% and I looked around and saw a water tower in the same area that did contribute to the total 220. Strange...~ DarkIce582
- I found 222 in the game there is this one on a deserted island that completes the water towers and there is one that is glitchy in Panau City residential district... ~ The one who knows basically everything about Just Cause 2 and who has completed the game 99.98%.

But I do know that, had I not stumbled across it when I did, I would have never, ever found it. Where was it? In the heart of Panau City - Residential District (X: 3314, Y: 15142). Long after completing that location to 100% (green check included), I was messing around in the city. While traversing the rooftops, I literally bumped into a small water tower, completely untouched! Apparently, Panau City - Residential District has one fewer water tower contained in its list of sabotages required for location completion than there really are in the city limits. I don't know if it's just this specific water tower, or if missing any one water tower in the area won't keep you from getting that green check, but this made me suspicious. Are there any other locations that could be completed with a sabotage or resource item still remaining in the area?
After destroying that water tower, I was at 99.64% Completion. At the time of this post, over two months after the water tower, I was at 99.66% Completion. So I still have a lot more to do, about 20 to 30 things, actually. Another water tower, just sitting there in plain sight along a road I never before travelled, still could be one of those things.
Note: I was playing the PlayStation 3 version of the game.

I don't know, Papers Please feels like a game to me that should be played in autumn or winter. I have that same feeling with Dark Souls and Skyrim, both of which I'm going to buy during the winter sale.

Couldn't you just have Steam in your start menu and open it there? That's what I do.

I think your Control Panel PhysX is set to CPU instead of GPU. That's the only issue I'm aware of at this time.
Installed Dark Souls, used default DSFix settings. Crashes after the initial unskippable cutscene every. single. time. Fuck this broken-ass piece of shit game.
