You can try:

- Verifying the game's cache
- Exiting Steam and deleting ClientRegistry.blob
- Existing Steam and restarting it as an administrator
- Doing a clean re-install of Steam (be sure to back up your steamapps and userdata folders, though)

I've been wondering the same thing. On occasion, he does seem to go on trips that take him away from internet access for a time.
He did it during the summer sale for example.
