I'm curious, does games given away, or bought elsewhere have an effect on Steams top 10 list?

How long is the "cooldown" for giveaways?
When you win a game in giveaway, you can't win another one for... 24h? Or less?

As far as not being able to win if they use rules related to winning in the past, it depends on which of the rules the creator of the giveaway uses. There are:

NOWINNERSDAILY
This makes it so that people who have won within the last day are not eligible.

NOWINNERSMONTHLY
This makes it so that people who have won within a month are not eligible.

NOWINNERSWEEKLY
This makes it so that people who have won within a week are not eligible.

I just played about an hour of it and it's great so far. The combination of the art and the music create a creepy yet cute atmosphere.
The enemies in this game are probably the cutest things i've fought in a video game ever...

Let me put it this way -- there are enough people with audit access to ModBot that if they all independently agreed to PERMABLOCK the person responsible, the person would end up on the BLACKLIST, and then most sensible givers of mid-high value items should be using the BLACKLIST. So I view this as a problem that can solve itself along those lines.

It looks like the current audit list is:
Stumpokapow, MRORANGE, Grief.Exe, JaseC, Nirolak, Kabouter, charlequin, jshackles, Dusk Golem, and morningbus

And while I don't specify how the BLACKLIST gets calculated from PERMABLOCK, a reasonable subset of people on that list could accomplish it on their own. I am extremely reluctant to intertwine ModBot giveaways and moderation so unless it's a situation like that guy bragging about scamming everyone and then insulting The_Monk, I'm probably not going to intervene beyond that.

Correct. 15 minutes between all wins (garbage dump might be exempted) by default, and depending on what you've won in the last week the timer will creep up to a few hours and then eventually almost a day. I won't say how many wins it takes to get the timer bumped up, but it's enough that no one should be complaining. There's also a separate restriction for some of the all-time biggest winners to discourage people entering for everything all the time -- I won't discuss what that restriction is but everything is all balanced to reward contributors and punish abusers.

Only Russian keys are locked. Other activate worldwide (for now).

Yeah the key will work, but since there's no pre-order bonus being offered there, you might as well wait and see what happens when people start getting their keys and redeem them. cdkeys prices go up slightly (a dollar or two) near launch and then go down again a few days later so there's no real risk in waiting.

It's not, it does have an online co-op.
It does parody some MMO tropes though.
