I get really pissed off when people don't do this. The amount of times I've had to transfer from my card a small amount to make up for the extra. If in doubt just send an extra dollar for the person's trouble.

or don't use PayPal

The fee now applies to gifts, hence the word "New" at the beginning.

That sucks. I hope at some point in the future Steam allows to you gift steam money to people. It would cut down on the needless fees when we do this kind of thing.

Jumping on the Indy pack. Even if Recettear ends up being less then $5 for the group deal it's not worth the risk and the hassle of international paypal fees.

I think it's reasonable to say that the person hosting can call the shots, whether they want to wait for those listed-yet-AFK or accept those who come to/pay them first. The important thing when deciding to not go with those who are "first in line" is to have it sorted out via PMs and then clearly communicate the list changes in the thread when agreements are set. That way people aren't left wondering if they are in or out of the current pack being distributed.

I'm keeping my list up there updated. Two One more and there is a second PQ2 pack filled. I understand with smaller prices, the people involved are more likely to be genuinely poor for the moment and thus unable to host. I would go ahead and host, but I am reserving cash for a possible DA:O Ultimate deal.
