No, Beyond Earth isn't more bare bones than Civ V vanilla. It's roughly on par with Civ V vanilla, in some ways it's better, in some its worse. You can wait another year or two for the complete edition, I'll chunk in another couple of hundred hours while you do so.

Edit: Actually, I don't know BE is worse than Civ V in any regard. It has espionage that's better than what was introduced in G&K's, it has some bare bones diplomacy with a reactive favour system, Civ V vanilla had neither. The affinity system is on par with religion/ideology. While there are fewer Factions versus Civs, their playstyles are more amorphous.

I think the thing I miss the most is research agreements versus trading raw science output.

How big is the difference in visuals/performance between PC and PS4/Xbox really?

I still think The Last of Us on PS3 looked better than anything on PC back then, it was kinda overwhelming how beautiful the game was, but that's just my opinion.

Definitely the difference will get bigger, no doubt about that, by the end of this gen PCs should handle 4k with mid-range GPUs easily.
