"Unlocking" the FPS means putting it at 60.

Not necessarily. The game is capped by default at 30 fps, unlocking that means it could run at any fps. 60 is just another cap.

Where is the INI file? I just searched all of the files in the DSFix folder and I don't see a file with a .ini extension.

Dsfix.ini right in the DATA folder where the game is.

Just use the version from Durante's blog, the GUI wrapper is making things more complicated
