Yes sir, you are. I've had this happen to me during a Steam sale (twice), and long-story-short, you probably won't be able to buy anything for the rest of the sale. Steam customer support (especially around sale times) is notoriously slow and unresponsive.

Does downloading it still put TAGES on your system? I've fixed many PCs working as a technician at the expense of TAGES.
Hot Pursuit has a free roam mode where you can just drive around to your heart's content, but there is no other gameplay there - you can gain no XP and there is nothing to find. The world itself though is very lush, and is the prettiest open world for a racer out there.Is Hot Pursuit even open world? The videos I'm watching always show straight roads with turns.
By open world I mean like Underground/Most Wanted/Burnout
