Great mission design, gorgeous world, and one thing that's really great is that the scale is a little smaller than most open world games so you really get to intimately know the world and how it flows together. Very memorable world design. Lots of content, and the collectathon stuff that you expect from a GTA is there but a little more minimal. And the soundtrack is killer. Heavy on bass, almost bordering on funk.
I haven't played the PC version although people tell me that since the patch it works fine, but if you're just looking for an opinion on the game, I can't recommend it highly enough.

Its intimate, but there are so many surprises to be had. And also the story itself is really fun at start and gets pretty epic at the end, much better that any GTA story.
What brings every season to the game is great, in graphics (snow and christmas feel in winter) to playability (Halloween day in autumn is great).
And the music is godly, the bycicle theme will be stuck in your head forever.
