She was originally designed by a manga artist for some SF promotional material. I hear there are licensing issues.

I think they did the right thing by only introducing a handful of new characters in 4 over its lifetime. Hope they do something similar here, maybe more than 4 at the start though.
Really want these characters to return though:
Sodom
Rose
Twelve (because I don't think he got a fair shake in 3)

man, i really wish they would steal guilty gear xrd's idea of making the 3d models actually look like sprites
it's kind of a bummer seeing what is basically the same art style. it makes this feel more like a sf4 expansion or something

Juri is pretty popular though so I have a hard time thinking she wouldn't get in. Vega is a toss-up. I love his design so I'd be happy to see him back. Guy, it's more about the moveset.

If this game doesn't have Juri or Q in it i'm out.
Have a good feeling Juri will make it in though. When they did that poll she was the only SF4 newcomer to make the top 10. Q was also there but who knows if he'll return. But considering all the love for SF3 the later expansions of SF4 had, it should be Qs turn this time.

I want to see very few of the SF2 cast. I'm sick of them, let's see some new blood. Ideally, I'd like half the cast to be older characters and the other half to be new characters.
From Alpha: Karin, Sodom, Birdie.
From SF1: Eagle.
From SF2: Since Chun and Ryu are already confirmed; Vega, Ken (He's obviously going to make the cut though) and Cammy.
From SF3: Alex, Urien, Q, and toss up between Makoto/Ibuki/Dudley.
From SF4: C.Viper. Maybe Abel. The rest of the new SF4 characters suck.

I'm expecting a little over 20 fighters for the first installment. Probably most of the original SF2 cast plus Cammy and Akuma from that "series". Unsure about who will be back from 3, 4, and Alpha although I think Sakura and Juri are pretty safe picks. New characters is obvious, although as for other veteran fighters I'm guessing they might go with some picks that weren't in USF4 to spice things up. (Karin and Alex?)

Focus on the SF1 & SF3 cast, with some good new faces please. I'm sick of the world warriors (Even though Honda & Guile are my mains in SF4...). And I hope to god that they don't use a damn Shadaloo plot again. Start using Gill/Urien & the Illuminati.
