Yeah, sure. A padlock in an image of All-Star mode from a spliced together video that could easily have been from different save files or the same file with debug mode active to unlock characters on the select screen when needed.
The only reason it became such a big deal is because people really, really wanted there to be more. That's the real reason.
Why would the ESRB video show almost all the characters unlocked? What do they gain from showing most of the characters (including many not yet confirmed) instead of all?
The only ones with a legit chance anyway are the Chorus Kids & maybe Impa.So

Try playing Classic as certain characters as well (Mario might unlock Dr. Mario again for example).
