There's no need for Patty to come back. She left movie town a while ago and her charakter is better for it. Nothing good will come out of it, should she ever come back.

In his defense... all the villians on this show seem to suffer a speech impediment. Apparently talking with a slow... deep... voice... means you're evil.
There is deep and then there is your voice sounds like death incarnate.
Tony Todd falls in the last category.
I'll agree Tony Todd is an exception, he's been doing evil for years and nailing it. It's more apparent in other characters.
As much as I love Wentworth Miller, he delivers all his dialogue like he's hiding a diamond up his ass. Purcell also has an annoying "grunt" to his voice, and Killer Frost has a "pronounce every syllable of every word in a higher tone of voice" thing. It sounds unnatural.

My personal head canon is that Tony Todd is the biggest actor on Earth 2, and Zoom stole his voice. Leading to Tony Todd becoming Earth 2's Clayface to repair his broken reputation.
