Technically yes, but I really doubt Bourne 5 will even mention it. Legacy showed that a Bourne movie just isn't a Bourne movie without Damon.
It also has Oscar Isaac and does fuck all with him. Heck the movie probably would have been more interesting to me if Isaac had played Renner's role.
are you absolutely sure? in another bourne thread someone said that in legacy, the fax call at the end of ultimatum was interrupted. if that's true, then that's a retcon in legacy, because ultimatum ended with the faxing going through.
so if legacy is an alternate universe, that means that bourne 5's story includes the blackbriar exposure.

There's no alternate universe. Legacy is "canon" to the series, but since it's set 12 years in the past and Cross isn't in the next movie, odds are Greengrass and Damon will just ignore it and carry on otherwise.

The implication that Bourne was some lab rat that somehow managed to naturally come off his chems when he lost his memory was a huge slap in the face too.
One thing we can definitely be sure of though is that there's no cross over with The Bourne Legacy.
