And we have already heard of studios making their tools friendly and easy to use for others outside of the programming circle. Epic Games for example was proudly demonstrating that with their latest engine and tools, if an animator wants to test something new in the game itself, they no longer have to go bug the programers to add the new animations to the rest of the game code just to test something, rather they can easily implement their new work for testing on their own. Therefore cutting back a ton of back and forth that was slowing down development beforehand.
If new tools like that are out in the open then those new techniques should be present in every dev studio worldwide. It's a matter of technology advancing and getting easier to use for all involved and having the PS4 being 3 times faster to get shit up and running on top of everything else, game development should get back into a much smoother transition, especially compared to last gen.
Really the only reason this game isn't as far along as it should be on top of other 1st party games is due to shit planning on Sony's part. Too many resources were wasted on the PS3 the last couple of years and the PS4 is paying the price for it.
