Yep, Kishi is the George Lucas of manga, he created a really popular and clever world and has decent ideas for it but is himself a hack fraud writer who can't turn his ideas into anything competent.
I'm praising everybody. Everybody who worked on this did a bang up job.

To be fair, I think Kishi struggles with providing a sense of scope to his work.

It's to show contrast, a reminder of the "wee we're gonna be ninja" fun that the younger generation/the characters had in the first half of part 1 vs the grim reality of their profession we're seeing now
