It's the same reason we look for agents of racism rather than looking that the fact that factors and institutions that aren't particularly constructed to be race-based, such as wanting better school options for your child, have devastating consequences on minority populations. Trump's not reading a "How to be a dictator book" he's simply exhibiting the same sorts of personality issues many dictators do, inability to handle criticism, paranoia, a need to feel loved. This in turn leads to things like needing tighter control, lashing out against dissenters, and aggrandizing your own achievements. You eventually start doubling down on those until past overreach looks more like the norm. That's how this has always worked, it doesn't have to be calculated, it's just putting that type of person into a position with power.
