They almost did teach Rock Smash a couple of hours ago, I think, but someone spammed right and everything went to hell.
We could go back through that cave and pick up the Exp. Share after we teach Rock Smash though.

It means that it's useless. HP EV raises the HP of the pokemon, but Shedinja can only have 1 HP.

It means we're wasting valuable training on Shedinja in stats he has no use for, meaning overall his other stats will be lower than they might have been had he not grinded on Whismurs.

They've been trying to teach rock smash for at least 9 hours. Because so many people hate democracy, we'll likely have a lot of times this run where we're stuck in one place for a day or more doing seemingly simple tasks.
Basically, it's like giving a bunch of HP Ups to Shedninja.
Shedninja can only have 1 HP.
Or one of those fucking rocks that we're unable to get past.

I only played gen 3 once so I have no idea where we should go now
Two main options, get something to use Rock Smash to go to Fallarbor Town, or use Rock Smash to go back to Rustboro to pick up EXP share.

Don't worry guys, soon it will be time for the aussies to take control, and we'll see if they can make progress.
1. Teach Rock Smash to someone
2. Smash the rocks in Rustboro Tunnel to get strength
3. (Optional) Go back to Rustboro to get the exp share
4. Go north of Mauville to finally move on to new territory

My guess is that he'll add it if Australia can't get it done. And people will still complain about it.
