IIRC, Seth also mentioned that Maximum Wesker has an inverse effect now. In Vanilla, Wesker takes his glasses off during Maximum Wesker. In Ultimate, he puts a new pair on afterwards. So, the buff is basically a one-time thing until you hyper.Why a curse? Just use Maximum Wesker and BAM! Instant perma-buff.

Free in implies that it's unpunishable, which is far from the case. Airthrows, long normals, airloops, zoning, and even just blocking the hitbox doesn't put Spencer at very much of an advantage compared to the speed of his moves. It's not like Spider-Man's which has insane plus frames on block, and Spencer also doesn't have the speed of Spider-Man's normals, so even an angled dash doesn't put him completely at advantage. From the promotional video, raccoon joe (his japanese name, I guess?) has a burrowing move let's him 'warp' essentially. He has a hyper combo like dante's million dollars where he fires guns like crazy and one that's some huge landmine or something? He also has some kind of horizontal air-dash style technique that may or may not technically be an air dash. He looks strong.
From the promotional video, Frank throws around zombies and hits them at his opponents. Frank has a hyper where he thrusts a shopping cart at his opponent. There's also some level indicator in the UI for him, so he may have some kind of mechanical where he levels up during the match.
