It is impractical. Voter Fraud is virtually non-existent. The law unintentionally silences the voice of the poor and minorities meaning you lose more legal votes then stamping out 'fraudulent ballots'.

Simply put, it isn't a problem anywhere.

in-person voter fraud is an incredibly rare isolated occurrence. Voter ID is just a vote suppression scheme. Republicans learned awhile ago that higher turnout is bad and it is just a reaction to that.
