The wind chime owner had good intentions but did not think it through. I think the wind-chime should stay exactly where it is in Earth-relative, 3-dimensional space, but the tree should be chopped down.

Why is the neighbor being ridiculous? They respectfully requested the owner move it. Outside of talking to the owner in person, that note couldn't have been more respectful and less demanding.
And judging by the owners response, I doubt talking to them in person would help.

When I first bought my condo in Los Angeles, my very first interaction with a neighbor was them asking if I were going to take down the wind chimes that the previously owners had up. I was still in the process of moving in.
I took the big one down, left a smaller one in place.

If something is annoying you it's obnoxious to kindly request they move the source of annoyance? Okay, dude.Because it's a wind chime? People hang them from windows and stuff all the time.
