It’s hard to say what the intent is here. I don’t think it means he is necessarily a Nazi, given he’s actions in the past greatly contradict that of someone who identifies as one. Maybe he is trolling? Maybe he lost a bet? Maybe he lost he’s mind? But the gesture is offensive to a lot of people, for obvious reasons, this isn’t really one of those situations where people are being overly sensitive.
Small discrepancies in hand placement and slight orientation doesn’t change the gesture.
