What value is there releasing video game anthologies partially on disc/cartridge and the rest as downloadable content?

Bought Sly Cooper trilogy on PSVita. Get it and find out only the first two games are on the cartridge and the third game is a download. Turns out the code is expired, so I am only able to play the first two games.

Have also seen this with Bayonetta on switch, as well as some other swirch games.

I intentionally buy physical games so I don't lose access to them.

Always hated when publishers did this for games that had expansions as well.

Do you think this is going to be an issue moving forward, where more publishers start making a habit of this?

I think digital will slowly take over. It's a shame but unless people care and vote with their wallet, we will see more of this.
 
If a publisher can cut a corner and save more money than they'll lose in sales, they will.

Sadly with digital becoming the norm in the key markets, there's fewer and fewer reasons to put effort into physical releases.

I mean bigger budget games generally aren't even finished when they release these days, what hope does a disc printed weeks before then have?
