Why does the PS4 need to be connected online to get its media player working?

Data caps are so wrong. I've downloaded more than that in one day, let alone a month.

Edit* just checked the data/bandwidth usage of JUST our Xbox One. The average monthly usage by only our X1 is 275-300GB.

That's not counting any of 3 PCs, multiple phones/tablets, Wii U, or PSN.

How does one only use 60GB???

This is an option that is easy to implement but Sony probably don't imagine people would need it because a 60gb data cap is downright ridiculous.

You can just unplug the ethernet cable between your router and your source of an internet connection, then it's just a local network. Low-tech, but it does the job without having to reconfigure anything on your router.
