Normally I'd argue against it, but for what was in FR, that movie could have easily been PG-13 with a few modifications.

I think they did have a cut targeting PG-13, they tested both, the unedited version got much more positive audience reception.

what was there to keep this from being PG13? Even language wasn't always too severe, and I'm sure they're even allowed a few good ones.
