I'm shocked and scandalized about women's issue in KSA, but i don't see any difference in this particular issue. For the perspective of someone from an amazonian tribe, they are not naked. For us, they are naked. The sames goes between saudi culture and european culture.
In most western countries, a woman cannot go outside chest-naked. A man can. Why ?

And of course there's a difference. Women in KSA are made to hide because of an inherent view that they're lower than men and that showing themselves will intice men who would do dishonorable things and it'd be the woman's fault. We wouldn't detain a tribesman/woman in NYC because that's how we think of them; we are, aside from the bare chest issue, all subject to the same decency laws. Women and men in KSA are not.
Besides, in the US we have nudist camps and nude beaches and women can paint their tits at concerts and other events and it typically becomes a non-issue. If the KSA had anything remotely comparable you might have a semblance of a point.

Most of these people wouldn't get into trouble. For the rest, most people wouldn't give a fuck. The police might eventually tell them to cover up but I think you're more likely to get a side eye than anything. Certainly they wouldn't go to jail.

I get what you are saying, but as others have pointed out that the person in OP isn't naked. And it's true that indecent exposure laws exists just because many consider nudity to be a taboo. But even in the US, However, in some states it is only illegal if it is accompanied by an intent to shock, arouse or offend other persons. And then there's also the punishment and how severe it is. Also how inequal women are treated, it's not just about men allowed to show chest while women aren't. There has been campaigning in the west to "free the nipple". It's not like everyone is ok with the current laws and how unequal they are between men and women.
If you are arguing from a sincere place, you shouldn't be defending the stuff in the OP but rather campaign for freeing the nipple in the US!
Also in Finland it's pretty much about the intent of nudity, sunbathing naked is okay for example. If you walk nude through the mall, it's likely that somebody calls the cops on you since it's quite uncommon to see. They will tell you to cover up and maybe fine you. They wont arrest you if you aren't causing disturbance otherwise. It's nothing like in the OP that people get on social media and call out for swift and harsh justice. Even for fucking in a puplic place you get fined at worst. There are some buffoons that can't take their eyes away from a breastfeeding woman and would even forbid that in a puplic place, so yes clearly everyone in the west doesn't see eye to eye on these issues. But how these things are actually treated is waaaay different than in this case.
