For some reason, somewhere down the road, people got this idea in their head that frame rate was a matter of power, but it's not and never was.

Because it is, that's the sole reason why more powerful PCs can run the exact same games at better framerate and/or higher resolution, power is the sole reason Pro/1X run the exact same games at higher resolution or higher framerate.

I think you, and some other guys here, didn't fully understand the context/concept - if there were ONLY 700$ consoles available on the market, then of course, some devs would opt for 60FPS while others would still push the visuals as far as possible at 30FPS, but what we are talking about is ADDITIONAL consoles, co-existing with the ones that already aim for the best possible visuals at 4K, like again, Pro and 1X - same games, same assets, different performance.
