People who turn heel in WWE often get over because they gain the freedom to put more of themselves into their characters and be more entertaining than the stilted, controlled babyfaces WWE practices.
That does not mean Reigns will automatically become entertaining because he's a heel. It leaves the possibility, and he sure as hell isn't working as a face so they should try it, but he may suck just as much as a heel, or he might be entirely unlikable.
The idea that "smarks cheer all heels because they're heel" is just a dumb simplification. Who cheers Sheamus, the heel, for instance?

Roman tries all he's got eg: spear, fist-cock, superman punch etc. but Taker keeps kicking out. This leads to Roman losing it and just taking a weapon or something and beating Taker to a pulp (leading to his disqualification). This solidifies Roman as a heel and Taker doesn't technically lose.

There's no reason for Taker to beat Reigns. They should be using a part timer to put over a younger guy, especially if Taker is on his way out. This has been what people have been complaining about for years and they finally get their moment and people don't want it because it's Roman.
I don't think Roman needs to go over. Undertakers last match or not.
Roman beating Undertaker does absolutely nothing for the character.

Rollins is coming off of another injury.
It's yet another Triple H WrestleMania match (Sledgehammer, Stephanie, etc)
That match is almost guaranteed to have interference.
I don't think it's going to be the worst match on the card, but looking at the card, that's my bathroom break match.

You can't use a blanket rule for things like this. If you're gonna turn Reigns heel, sure, let him win. If he's just gonna stay face, don't book this match at all because you're just going to piss off the audience.
The universe already revolves around Reigns and that's the biggest problem.

Taker winning does nothing like less than nothing... Not even a fun fan reaction... Just a basic pop and gone. His legacy is not hurt by a loss to Reigns nor is it enhanced by beating Reigns...
Taker winning would literally be the most pointless decision ever.
