In the interview with Duel Screens, Radical Fish Games co-founder Felix Klein talked a bit more about the process of getting the game onto the subscription service, despite admitting it was mainly the publisher that did the work:

Im sure he meant "playing their" game on Switch and ps4 combined. Hate to break the news but this game is old hat been out for a long time so congrats i guess.
Also as i have said devs must not know how to negotiate. GP does not survive without games, EVERY dev should be asking 90% price for every time it is downloaded. Sounds like MS just says here is some $$$ and they go umm ok.

They already do, they just aren't as aggressive with it. They barely do any marketing it outside of within the PlayStation ecosystem and first party games don't launch on the service.

So they don't.
