Kinda logical, as you're supposed to be testing the new version of the OS. Of course they'll be improving that version as much as they can, and pushing updates to you to test/fumble around with it. That's what a beta program is for.

Oh absolutely! It was just that the time between builds that they were pushing out was a lot more frequent that what I was expecting and the time to update was a pain. However, I've upgraded my internet since that time so it may not be that bad anymore.

Further, I know that the brand guidelines going back to at least 2003 supported this usage

I was under the impression they were just rolling it out to people who like that kinda stuff, they are also sending it out to ambassadors so they can help with any queries that people will have on launch day.
