Consoles forbidden. PC to rule them all. And therefore no more exclusive games.
All games must be DRM free.

All games must have graphical options like support for all resolutions, unlimited fps etc..

Games that cost over $100 million to make will be subsided by the government, but must cost $80 at launch, with no preorder bonuses (unless every retail outlet has the same one) or paid DLC.

At least someone is fully embracing the "you're insane" part of the title. David Cage apparently loves QTEs and Simon Says, so his style of game design is highly compatible with mobile devices too. This can work.

Every bare bones game that gets released and planned to get DLC (both free or paid) would be forbidden in my empire. Release a meaty game or bust, I'd rather have them delay it for an extra 6 months. Season passes would be gone, you could only pay for it after the content has been announced and not a moment sooner. And every single form of pre-order bonus, be they exclusive or not, would be no more.

I mandate that all games released should be new IP. If a game "must" have a sequel to finish the story line either dev release sequels at same time or just make a bigger game with one title. Oh and and no more MP titles. Every franchise must be exclusive to the platform and every console gets one. Including Wii U and the Vita.
I also decree that from this day forth I will have a marching band and a 250 piece orchestra accompany me every where I go to announce my arrival to a room and to play my favorite video game music whenever I am in the mood to hear an awesome tune.

All games must be released in a complete state, meaning that they will contain all content created during the development process and extra care will be taken to ensure that a day one patch won't be essential to the game's functioning. To clarify, DLC packages and expansion content is all well and good, but it needs to be significant. No more of that pre-order DLC or on-disc DLC crap. If a game isn't truly ready, it should be delayed.
